Virginia Condominium Act
The Virginia law supersedes any conflicting clause in the governing documents of Laurel Mews. The Virginia Condominium Act can be found under Title 55 – Property and Conveyances of the code of Virginia, Chapter 4.2 – Condominium Act – Article 1 – General Provisions.
Virginia Non-stock Corporation Act
The HOA board of directors and officers are also generally obligated to operate consistent with the Virginia Non-stock Corporation Act.
Virginia Administrative Code, Condominium Regulations
The Common Interest Community Board regulates common interest community managers, as well as certain employees of licensed management firms. The Board’s authority also includes condominium and time-share project registrations, and extends to transactions occurring within Virginia, even if the property involved is located outside the Commonwealth. Property owner, condominium, and cooperative associations are required to file annual reports with the Board.
Arlington County Code
The Code of Arlington County put several obligations on property owners in the areas of pet wastes removal, trash management, snow/ice removal, vehicle registration and parking, and noise.

Laurel Mews’ Declaration defines the condominium, the unit boundaries and defines the terms used in the other documents.
By-laws
The Laurel Mews bylaws describe how the condominium is to be governed.

The Laurel Mews Resolutions provide more details on the governance of the condominium, expanding or clarifying on powers granted by the above documents.
Rules and Regulations
Laurel Mews’ R&R describe services and restrictions. They summarize items from all of the above documents that the Board of Directors is empowered to change or amend.
Condo Documents Recorded with Arlington County
The first document, the Declaration of Laurel Mews, a Townhouse Condominium is an extract from book 1984, pages 1743 to 1750 dated March 19, 1979 and recorded March 21, 1979 in the Land Records of Arlington County. You will find Schedule “A” (submitted land) from book 1984, pages 1751 and 1752 and Schedule “B” (additional land) pages 1753 – 1754 dated March 1978. This document reference the first 20 units divided in three separate buildings on a parcel of land of 49,368 sq.ft.
The first amendment to the declaration was made in 1980, is in book 2006 page 903 to 905, a Schedule “A” (first amendment) in book 2006 page 906 – 907 and the condominium plat in book 2006, page 908 to 931. This first amendment is in the back of the Declaration and was for the addition of 34 units in five separate buildings on a parcel of land of 72,304 sq.ft. A second and third amendment of the Declaration was for the conversion of this last parcel of land into Units.
The next document describes the By-Laws of Laurel Mews, a Townhouse Condominium, in Arlington, Virginia book 1984, pages 1755 to 1780 dated March 1978.
